    Summary:

     

    The HSE Manager will ensure district compliance with Pumpco Energy Service safety policies and regulations, maintaining of OSHA and assisting with DOT files in accordance with Federal and State laws, and the maintenance of district compliance plans. The HSE Manager will be responsible for supporting HSE related activities for PUMPCO West Texas Frac crews and facilities. This position will be required to deploy and facilitate HSE goals & initiatives, field training plans assist the training department as appropriate. 

     

    Major Duties & Responsibilities: 

    • Coordinate with Pumpco HSE Director and HSE Field Reps to ensure effective use of best practices and consistent approach to HSE responsibilities
    • Promote a risk-based approach to HSE management utilizing Company policies, standards and processes for all operational activities
    • Provide HSE support, coaching and training on HSE programs
    • Participate in HSE/DOT audits/reviews of Frac operations and support the development and implementation of corrective actions
    • Support the implementation of HSE/DOT and Frac objectives and performance measures
    • Work with Operations to ensure compliance with system for collecting, storing, analyzing, tracking and reporting HSE/DOT performance data (e.g. incident report findings, audit and inspection actions, and related HSE/DOT metrics)
    • Participate and audit job-planning activities, including Environmental and Waste Management & Disposal, Stop Work Authority (SWA), Job Safety Assessment (JSA), Standard Operating Procedures (SOPs), Near Miss Reporting and hazard recognition
    • Complete HSE reports for area of responsibility and support operational meetings and reviews
    • Participate in risk management and HSE activities including risk assessments, HSE Meetings, incident investigations utilizing the Superior Incident Management System (SIMS), Root Cause Analysis (RCA) with Incident Cause Mapping and onsite work activities
    • Support environmental compliance initiates and related activities
    • Assist DOT department and support compliance initiates and related activities
    • Participate in the facilitation of incident case management, including employee interviews and frequent face to face follow-ups to ensure compliance with 3rd party medical recommendations
    • Responsible for field level implementation of health, safety and environmental policies, procedures and guidelines as instructed
    • Train district Frac employees in matters pertaining to safety
    • Develop Field HSE Reps in matters pertaining to safety and company policy and procedures.
    • Maintain district compliance plans
    • Travel required approximately 60% of time
    • Other duties as assigned

    • Hands-on proficiency in the comprehension and application of the applicable regulatory resources and requirements associated with HSE, DOT and industrial hygiene
    • Strong proficiency in RCA and Incident Cause Mapping
    • Proficiency in Behavioral Based Safety (BBS)
    • Shows a positive work ethic /attitude
    • Good Communication skills

     

    Competency Requirements:

     

    • High school diploma, certificate or equivalent is required
    • Preferably Post-Secondary education relating to either Environmental or Health & Safety.
    • 8 years minimum in HSE O&G related role, 2+ years minimum in O&G HSE Manager role
    • Minimum 5 years minimum working with OSHA and DOT regulations and commercial motor vehicle operation
    • Proficient knowledge with 3 years minimum Fracking Operations
    • Preferably Certifications associated with HSE regulations preferred (CSHO, OHST, etc.)
    • Technical proficiency in understanding and communicating regulations, risk management and risk assessment skills
    • Technical proficiency in HSE auditing, incident investigation and documentation techniques
    • Proficient with Microsoft Office desktop applications and email communication including use of MS Office (Word, Excel, Power Point, etc.)
    • Admirable interpersonal skills conveyed in a pleasant and professional manner when interacting with employees, management, and customers
    • Skilled in applying problem-solving techniques to complications that may arise
    • Ability to prioritize multiple activities with tight deadlines
    • Ability to perform work accurately and thoroughly with a high attention to detail
    • Ability to work independently, at a fast pace and produce quality work
    • Ability to be organized and follow a systematic method of performing a task

     

     

    Compensation:

    Physical Job Demands:

     

    • Exposure to weather – Exposure to hot, cold, wet, humid, or windy conditions caused by weather
    • Atmospheric Conditions – Exposure to conditions such as fumes, noxious odors, dusts, mists, and gases
